    E8400 Voltage worries

    What he said. I had to pump a decent amount of voltage to get about 3.6Ghz. What I didn't realize is the amount of vDroop I was getting hit with. I jumped in to OCing too fast and became confused, only to find out I had a bad stick of RAM. Now I have two good sticks and might try for 4Ghz again.

    Bios flashing Question

    I used a 9600GT from day 1 with a DS3L with no problems. That's not the case with me IP35-E. It simply won't boot with an 8800GS. I stuck my 6600GT in there and it boots up. Trying to get my USB stick straightened out so I can BIOS flash with it.

    Only problem with the DS3L and IP35-E is the fact that it has 1 IDE port. Someone updating from an older computer could easily have over 2 PATA items. *Edit* Could always buy an add-in card to handle your PATA drives. Above comment is just something to consider. :)

    Bump voltage or RMA?

    Very good point. People run on Auto which Automatically bumps their voltages when they OC. :) It wouldn't be bad to up the DDR voltage because most RAM can run around 2.1V. I'm not a huge fan of raising the FSB or MCH voltages. Just stay below 1.38V on your CPU and you should be fine.

    Graphics card could run you $599 if you choose the 9800GX2. I know if I was slinging around a huge card like that I'd want a rock solid power supply ... time to look at PC Power & Cooling. They aren't cheap, but I'm sure they'd fit into your budget.

    Being perfectly perpendicular shouldn't matter. The only thing you've barely affected is the amount of volume for use in heat dissipation. Shouldn't be a big deal.

    Sanding a surface so it becomes flat. You do this to heatsinks (mostly) so they are flat and have better contact to a chip and have better heat transfer.

    Lower viscosity when sanding. A guide I read (and used) said you should tape sandpaper to a table and work in a figure 8 pattern. Using a table will ensure a flat surface, the figure eight would allow you to go from many different directions to remove a one-sided sanding job.
