Ok, I had some time today to dig a little deeper into the issue. I found some good info online. I needed to reset cmos. After I did this , all is fixed. I figured I would post the solution here in case anyone else comes across the same problem.

Reformat the drive and install the sata drivers. Install XP then Vista.
Someone asked me to fix their emachine a few months ago and it had the same problem that you describe. It eventually turned out to be the mobo. I installed a new mobo with the original cpu and a new PS, it worked great. I hope this helps.

Thanks guys for your help. We went out and got another mobo. Hooked everything up and it worked fine. I guess 2 bad mobo's in a row is just bad luck! I guess I had trouble believing that it was possible.
robisbell, we tried another PSU. It was a 500W psu. Old ram is compatible with mobo but even it was not wouldn't the mobo beep loudly like they usually do? Also if the ram is bad the fans will still spin and there will be signs of life, correct?
