Try installing the card in a different PC if you have one available.
Try installing on a different OS, eg install windows on a separate HDD or download and run a LiveCD version of Linux.
Interesting problem, seems like a pretty stupid mistake by Antec.
You can use any wire you like, you just need one end connected to the front panel and another can be connected to anywhere on the chassis. Because the PSU is screwed to the case it grounds the case.
