Video card stopped working (have a new one on the way) but does this look fried?

While sitting here playing F.E.A.R on my PC I notice a burning smell. Look at the back of the PC and the PSU is puffing out very light white smoke! I go to unplug the PSU before it totally screws up my PC or bursts into flame my PC turns itself off. GOD DAMN! so I take the old PSU out in hopes...

And I wanna know of a semi-cheap ($100) AGP video card to match or beat my ATI 9800 Pro 128mb.

Finally got my PC working but the video card drivers are giving me a headache!
Installed the newest ATI drivers from the ATI site...works for acouple days than I get the following.
ECK!
I've uninstalled the ATI drivers and loaded up the newest Omega ATI driver set and same thing acouple...
