It is a DX10 issue when first installed and the resolution is not set to the same as your desktop. To fix start in DX9 mode and set your screen resolution and to the proper setting and then you can relaunch in DX10 and all will be good.

Have you tried specific resolutions like 1920*1080 (1080p) or 1280*720 (720p). On my 42" LCD TV I have to set the resolution on a normal computer LCD display and then connect it to my TV as it only displays those exact resolutions.
