I wouldn't say "zero" intention. My Athlon 64 3500+ Newcastle chip is running rock solid at 2.5 GHz (~14% overclock), easily surpassing the 3800+. But to reach 2.6 GHz or even 2.7 GHz on air you'll need that Winchester chip.

If I were you I'd go for ATI's X800 Pro. In my own rig I have an Geforce 6800 Ultra which I am not satisfied with. My brother's X800 puts out crisper visuals in 2D and is competitive in all Direct3D games from a price/performance pov.
If I had to settle with air cooling I'd go with
C2a and P1 and M2 ~ 2.5 - 2.6 GHz

No! If you have got the money, go for the "PC Power and Cooling Turbo-Cool 510 Deluxe", it is without a doubt the best psu you can buy. If the price is too steep, then go for a OCZ or Antec unit. Of the latter two I'd recommend the OCZ Powerstream because it has a powerful 12V rail.
