It could be a crap power supply. That's what happened to me recently. Machine starts up, but no video. Definitely wasn't the video card. Had a feeling it was the PSU. Got a quality Antec one and everything works.

Also Mucker, are you saying that the Asus utility does not report the correct temperatures? I indeed have an Asus motherboard. Should I add about 10C to the reading that I see?
Well when you do a repair installation, all it is doing really is re-installing system files etc. If bad system files are the culprit this would generally solve the probelm.
Regarding the chances of losing data, I would do a google search and see.

Yeah, I mean that there might have been a manufacturing defect. For example, the dyes weren't spread evenly on the disc. Have you tried burning more than one disc? Sometimes a few discs in a batch are bad but the rest may work fine. And you're saying that your burner and software see the blank...
For getting the data off the hard drive, you can probably run a Linux Live CD such as Knoppix and setup up an ssh server. Then use your computer to connect to your bro's computer through ssh and copy things over. I'm not sure if Knoppix supports SATA though if at all.

Well just for reference here is how I resolved this issue. I decided to install SP2, and guess what? It solved this problem for me. The Network Setup Wizard is now functional. I know there has been a lot of fuss about SP2 breaking machines, but in this case it fixed a problem. :)
Those are symptoms of a bot infection. It is most likely an agobot/gaobot variant. What you should do like Fencer said, is run a full virus scan. I'm pretty sure with this type of of infection that the virus is shutting down any installed anti-virus software as well in normal mode.
