I solved the refresh rate problem - it's the TV cable into the ATI AIW card !!
The TV cable does 2 things :
1) You can't go beyond 60 Hz without flickering
2) and related, there is a slow scrolling vertical band
Simple solution- I disconnected the TV cable ( bummer) and am running 75...

It's the house ground wire on the rooms circuit- me thinks.
When hooked up to another room - there's no problem with crazy voltage readings.

The plug tester tester only tests the ground relative to the outlet (it ensures that, roughly, outlet 'hot' - outlet 'ground' = 120VAC). It sounds like your issue is that your outlet ground itself is hot, which needs to be fixed, preferably by a competent electrician.

Believe I have isolated the problem to bad house wire grounding in my study.
Tried another outlet with a long heavy duty extension cord - volvmeter is normal.
Wonder why my plug tester shwoed my study plugs to be OK ??
Oh well- I will need to call an electrician.
I do remember at some point we used to put nonconductive washers between the screws and the mobo, but havent done that in a while (either some manufacturers dont supply them or Ive been lazy :) )

you might be measuring something unmeasureable and meter defaults
try putting vom with one end in wall socket ground, other on metal case bottom of stereo receiver or something

Grounding problem to the case, almost certainly. Make sure you don't have any loose screws, etc. floating around in there (possibly wedged under the motheboard), and that you installed all the standoffs correctly.

Bought a ground tester and all my plugs check out A'OK - the ground is working.
Pulled a third PC out of the closet and powered it up. Ran the same test - volvmeter negative connected to grounded wire and positive to PC case. Voltmeter reads 120 volts.

It does boot into WIN2K - but there are weird groups of hash marks(dashes/artifacts). The artifacts/corrupt characters appear on the BIOS boot up prior to getting into the OS.

It's not an artifacting problem.
It seems to only occur while in Internet Explorer while surfing. It occurs on some sites and downsizing the viewing pane always cures it.
I too am leaning towards a bad monitor ( or at least a monitor nearing the end of its life).
On ocasion while surfing the web my monitor screen image becomes unstable ( sorta vibrates/not clear). If I change from full window view to reduced window view it's crystal clear again.
Same problem over three separate motherboards.
Use Windows 2K.

Running my 2.4 P4 at 3.0 Ghz !! Both sticks of corsair at 167 FSB ; CPU/Dram at 1:1; default voltages(cpu and memory).
Wow, sure was easy once I figured out to lock the PCI Bus.
This BH7 loves to clock.

When set to 144 fsb system boots fine , but getting static from on-board (abit bh7) sound card.

Motherboard monitor shows an rpm range of 5555 to 5770.
What are you guys getting? Is my fan running fast enough?
I am running my Duron 800 at 1000- stable as a rock and run 24/7 for a month now.
I have the cpu voltage set at 1.725.
It will run stably at 1.70, for good measure I have it at 1.725.
