@OP- It seems late in the game to consider a socket 775 system, so it's probably worth your while to go i7. You might look at the MSI x58 microATX board to shave a few pounds.
This link suggests you'll need to run your memory at 1066 if all four slots are in use. I doubt that would affect an amd system too badly as you'll be able to improve the latency which typically gives better performance for amd.

After reading anand's preview, the 2.8ghz lynnfield sounds like the chip to grab (HT, ultraturbo mode), but only if you can find it combo'ed with the right motherboard for a good price. Otherwise, you might as well get an i7. Then again, intel may get rid of all sub $500 i7s.

Finally some other people are also noticing this trend of using DDR3 in the benches and more expensive x48 boards but making price comparisons to DDR2 and P35 equipped C2Q. I think those two factors alone would put the q9550 vs PII 940 in a better light.
I don't have any personal experience with that board, but you might look into discussions of FSB "holes" that some boards/chipsets have. Have you tried simply jumping beyond that area to like 400 fsb with a 6 or 7 multiplier? There seem to be fsb ranges where some boards just can't function...
