    You can pinpoint the problem in 5 minutes by disabling your HDD (set to none in BIOS and/or pull power and IDE cable). If it posts quicker, then you know you have some sort of HDD related probem. If not, then you got some other issues. However, you saved yourself a lot of time.

    Downgrading WinXP to Win98SE or WinME

    Definitely Win98SE. WinME just has more crap that can slow down your PC. On some of my really old notebooks( compaq LTE P5-133 48MB), I actually use Win95OSR2 because I saw issues with the IDE drivers under Win98x. Linux seems to work pretty good too depending on what you are doing.
