you could use MP3Gain. it is supposed to be used to set all your mp3's to the same volume, but you could set them to a number higher than the 89(?) it defaults to.
if the 2nd account goes into standby (where the computer is silent and monitor is off), then it will be disconnected from the net. the link light on your modem should turn off also, indicating no net connection.

it might be worth it to just buy the Stardock pack. the new windowblinds has nice transparency effects too.
windowFX let's you tweak the desktop icons a bit. big icons look kinda cool.
i've never seen any instability with any of their products.
there are free versions of objectdock also.
MSN toolbar has one. the toolbar isn't that bad. links to messenger and myspace and stuff, and their desktop search, which could be useful.
