Overall it would be a decent upgrade. The processer is a good bit faster, so if you encode videos, encrypt files, etc you will notice a marked improvement. The video card is a decent step up as well, so game performance will increase.

Your monitor is likely choosing to display only the center pixels during windows boot, because that is the resolution that the windows boot screen is.
Also, don't base your hardware diagnostics on windows-based tools - if windows is corrupt or otherwise not working properly, it won't be accurate.
