    If I do that, is there any other adjustment I need to make to the RAM in the bios settings at the same time? My RAM requires 1.8-1.9V and the BIOS says it's somewhere between those. Is it ok if I push it over 1.9? If I use the smallest increment (0.05V) I think that will happen.

    No, in fact I've disconnected everything except the motherboard, cpu, video card, memory, and PSU and the problem still occurs. It'll boot up the first time from a cold boot, but say I go into the BIOS and exit it. It will freeze when it tries to POST again.
