I've seen infections like this before, and a few times they turned out to be a MBR infection, like sinowal.
Easy fix. Boot from windows disc > choose repair > fixmbr > reboot

If you ping google, do you get a correct IP? If I ping google I get 74.125.19.104, it will probably be different for you, but I can get to google via http://74.125.19.104/. Maybe verify the ip your resolving for google.com on another machine.

I was playing around with windows 7, and some rogue baddies like, AV360, Personal Antivirus, SYSGuard, PC Defender, etc..
It detected and removed most of them. It did a great job.
I not a big fan either, but I believe it could improve the chance of data recovery. If your mft(s) gets borked, and you defragment often then you have a better chance of getting more data back.
Most likely your userinit.exe is borked. Either the path in the registry or the file is removed or modified.
Best thing to do would boot from a live cd (I prefer UBCD4Win, but any will work,) and verify which is causing the problem.

If your still having this problem try disabling automatic updates if its enabled. I have seen it doing this on a few machines starting just a week or two ago.
To test if that will help you just go Start > Run --> CMD -->net stop wuauserv

My friends system had some nasties that I helped him remove, but still haven't been able to get a internet connection.
When I try to start win firewall it says the service cannot be started, system error 2001, the specified driver is invalid.
