There is no fan on the underside of that power supply. It just has fans on either end and I think. There must be something inside of it like a 3rd internal fan or something because it definitely has most of its noise coming from the power supply. Neither of the end fans are causing the sound.
The riser card is a PE-FLEX16R-A10" from Adex Electronics. I looked at a dozen different companies that do riser cards and theirs was one of the few that was properly EMI shielded to prevent data degredation for it to go this distance.

It really depends. Most of the fans aren't an issue. There is one fan that gets sort of loud on the power supply and it only started doing that recently. I think I just need to take the power supply apart and replace it.

The base is made out of 3/4" plywood. I spray painted it with a few different layers and colors of paint so that it wasn't just a flat black.
Everything that is mounted to it is on risers to keep it away from the wood.
