I try to avoid deny ACLs. In my experience it's a nightmare trying to document the reasons behind it. On the folder you are sharing, you can apply Modify to "Subfolders and Files only".
This is what it sounds like to me. Try having your mom perform a traceroute to your website and see where it gets stuck.
