AFAIK it's normal. The download speed is great but I really pay more just for the 2x upload speed (768kbps vs. 384kbps). With their "speed boost" you definitely get faster than 8Mbps downloads, especially for small files, because the speeds increase to maybe 10-12Mbps for the first 30 seconds...
