Or you could build a decent router that will handle that number of connections. Pfsense or Smoothwall. You can use older hardware and save a few bucks.

I am not sure if this still holds true, but in the past I had to make sure I had two different external IP addresses. Someone please let me know if this is no longer a requirement. If this is the case you will have to check with your ISP, they may charge extra for this.
The uplink may require a crossover cable. Also to get internet access for both systems his ISP will have to provide two external ip addresses. The computers can only get on one at a time with one external ip.

Use two routers. That way you can have two subnets. All systems will have internet access, but the systems on the different routers won't be able to see one another.
