It is very doubtful that a faulty PSU will will cause RAM to fail. At least not the way you are describing it.

Not sure about the audio loop. Unless the video card responded 'incorrectly' either by address or data and caused the CPU/OS to lock up.

I'm not 100% positive, but I'm about 97% sure that if you pop in the Win7 cd/dvd you will be able to update the OS and HAL (the reason it won't boot).
The update will work on the condition that the Win7 loader sees the previous OS (regardless on if it boots properly).
