If your budget is tight- Id trade an i5-2500 for 16G of RAM.
new CPU + 16G ram +SSD = heaven for photoshop!
I was literally shocked at the performance difference- especially when processing multiple huge mult-layer files.... and using plugs like onone, etc.
I just built a photoshop machine and it screams now.
Id go i5-2500, 16G ram... and if you can squeeze it into the budget- a SSD for Windows and photoshop.... I cant believe the difference its made.
How about a budget laptop? or even a netbook?
For those requirements- it would seem just about ANYTHING thats boots up would be enough horsepower.
I bought each of my kids a low-end laptop- PLENTY for webbrowsing, word processing, etc, etc. Not to mention the added plus of portability...

personally, I enjoy OWING the gov't money each year so I can make them wait for it till the very end, but thats me.
Maybe folks that are just playing computer games, but I can tell you that working with very large projects on Photoshop (on Win7-64) will swallow up just about every bit of RAM you can throw at it.
Adobe Premiere (crunching HD video) will also laugh at 4 Gigs or RAM :-)
I have one on order based on several recommendations here. Since I placed the order- I saw 3-4 reviewed on newegg complaining that the mobo wouldn't boot with 4 memory slots occupied.
I plan on running with 16G (for photoshop and vid editting) and absolutely want a mobo that can handle...

Hmmm, Ive bought from buydig before (my canon 10D and 20D) but I would definitely choose costco- even at a slight premium. The return policy (again) here is huge- especially for something like a digital SLR. When that shutter fails at 50,000 actuations- whammo- replaced! Hard to beat.
