Yes, use Ghost or True Image to copy your existing boot drive to your new drive, then use your old one for backups. I bought a nice USB2 external enclosure for my old HDD and now I use it to backup all my other computers.
The only way to turn on a computer by remote is if it is in sleep mode. Most newer power supplies are very efficient in sleep mode so I would'ne worry too much about power consumption.

Is the computer giving you any POST beep codes? If your case has no speaker, you could try a speaker from another case. I had a similar problem recently and after looking up what the beep code meant, I found I had to re-seat the video card.

It sounds like a program running in the backround has a serious memory leak.
Try running each program individually to see wich one is causing a problem.
