The vast majority of the US population is pretty sedentary. It's an easy measurement for people who have never been athletic that's a base line but it's still not accurate.
BMI is a horrible metric.
It is barely useful for people who live completely sedentary life styles their entire lives. It's completely broken for anyone who was ever an athlete at any point of their lives. Muscle mass is completely ignored using their measurements.
