    I ran memtest with no errors. I tried setting the voltage on the memory manually, and it seemed like the problem was worsened by doing this. It as artifacting immediately after boot rather than under use.

    Sometimes flaky components will cause a computer not to boot. It may also be wise to take parts out of the computer until it's bare minimum and see how well it boots, then add one component at a time until you hit a hiccup.

    I think the Dell monitor is an IPS panel, which offers better quality (color, viewing angles, etc), but sacrifices the response time. Depending on how trained your eye is, you may notice the difference between the TN panel and the IPS, but generally, TN offers faster response time.

    The PSU isn't too bad. Here it is. When I first built the machine I never had any problems. It is only more recently occurring. I would like that it would supply plenty of power just for one card though. Who knows. I'll have to find someone who has parts to swap in and out.
