Your problem sounds a lot like the infamous Antec NeoHe PSU problem. There were a few entries earlier in this thread, and there is a whole lot of stuff in silentpcreview.com. Look in the "Consumer Advocacy" forum, and more specifically for the NeoHe thread.

The terminology "Up to 8.0 GB utilizing 1Gb technology" has to be read very carefully. The overall memory size is up to 8 gigaBYTES utilizing 1 gigaBIT memory chips. Each DIMM can have up to 16 chips. Therefore a single module can have up to 16 gigaBITS or 2 gigaBYTES.
I was able to find an appropriate "serial port bracket" at Cables to Go. Be sure to get the longer version, as Intel placed the serial connector way up at the top of the board. I was unable to find any other source for the long cable.
I believe the fan spin-up at AC power-on is due to the wake-on-lan and any other type of automatic wake up. I disabled all of that stuff in the power section of the BIOS, and the fan twitching stopped.
