Yeah this is what I am thinking too. They can use all three LCC, HCC and XCC dies on the socket 3647.
Iirc they already have a quad core xeon on 3647.
Edit: Xeon Platinum 8156 quad core on 3647.
Cascade Lake-X is 3647 as shown today. Unless intel splits the Cascade Lake-X into both 2066 & 3647 then I don't think Skylake-X on 2066 would get any further refreshes or successor on the X299 platform.
With the introduction of this 28 core cpu does this mean its the end of the line for x299 and there won't be any further refreshes/releases on the current 2066 platform ?
Yeah I think the prospect of 7nm 24 core zen 2 threadripper in 2019 has definitely spooked intel and given their current troubles with 10nm it would not be surprising if intel goes all out on hedt too utilising socket 3647 and releasing 28 core hedt flagship chip to try to maintain performance lead.

SX suffix next to X399 stands for Skylake-X cpus only. Does this mean we can drop in these cpus in X399 motherboards aswell ?

Yeah. Skylake-X was released in Q2 2017 and now we are almost through Q4 2017. So thats already 3 quarters gone and 3 more left before Cascade Lake-X appears. The timespan between Skylake-X and Cascade Lake-X is much shorter than between Haswell-E and Broadwell-E.
