You actually can just use the 32bit 3gp converter on windows 64 bit (I use 3gp and pspvideo9). Just remember to install Quicktime 7 from Apple. You can just basically all 32 bit codecs, encoders and players like before, but using them won't give you the slight speed boost from the 64 bit...
