IMHO get a CD-Writer
Everyone has a CD-ROM drive
CD's are way more reliable than Floppies, ZIP or LS media
Decent Writers are available for ~$100
CD-R/RW media is damn cheap (50pack CD-R for ~$15/25pack of CD-RW for ~$25)

Definately get a new 300Watt power supply. You do not mention what CPU you are using (the newer AMD & P4 CPU's tend to draw a lot of power)
PS: Dont upgrade to a 250Watt go for 300W and above, itll save you money & hassels in the long run.
