Control Panel --> Administrative Tools --> Local Security Policy --> Local Policies --> Security Options; then close to the bottom.
If you have not enabled this; or applied a security template to the machine then it is likely already disabled as I believe by default it is disabled.
Make sure "Clear Virtual memory at shutdown" is not enabled in your local security policy. This could extend your shutdown time.
Also, what kind of of viral program are you running. I have noticed at longer wait during shutdown after installing the likes of Norton or Symantec Antivirus.
