I report success so far.
The PCI-E 102 Mhz and +0.1 voltage seem to be working.
For testing purposes, I have reverted back to my old settings and the BIOS reset again the overclocking settings. I then switched back to the above settings and it boots fine without resetting my overclocking...
On the issue of losing overclocked settings...
PCI-E at 102 Mhz seems to be working for me in combination with a +0.1 PCI-E voltage increase.
Had many boots and reboots and my overclocked settings are retained.
I think I fixed the problem.
I set the multiplier to 6x (for my 4300) and the system boots and reboots without problems.
Performance is identical to what I get when the multiplier is set to the highest value (9x).

I have exactly the same problem with 1manarmy on my GA-965P-S3 board. My (conservative and fully memtest/orthos tested) overclocking settings are lost most of the time when I boot fresh.
I really don't understand. Is there any BIOS version that doesn't have this issue?
