The TV broadcast standard is PAL. So, if the tuner is unable to recognize this standard, it wont be able to record OTA tv? What would be my other options for this purpose?

I am trying to setup a DVD recorder that has a TV tuner to record over-the-air tv which is broadcasted in PAL (in another country-"sri lanka"). My questions are, 1. Should the built-in TV tuner be compatible with PAL or does it even matter? 2. Are the DVD recorders with TV tuners available...
