It is 40k because it contains a microcode which it loads after it applies turbo. vcc stands for vccin which is input voltage. Disabling SVID and fixing input voltage will disable power limit and allow the cpu to turbo higher.

@MOF do you happen to have any efi on that server that just loads microcode 39 (no turbo unlocking or anything else)? If not can you please compile one using part of your existing code/give any advice on how to write one? I'm experimenting with something that fakes an undervolt to bypass the EDP...
