I have never used Aero and have tried applying the background color several times. It never worked. I'll try it again by changing the "theme" file. I'll report back the result.

But when you change the background color, then press ok, nothing changes. The dialog box does change (to indicate you picked a new color), but that particular change will not be applied.

It seems tome that the caps lock is replacing a "bullet" (as in list). You might have removed a font from your system. If not, it could be a virus infection. Give us a link to a page where the problem appears so that we can check it.
