True, some are reaching out of the boundaries of ATA33, but most still sit at around 30mb/sec sustained even at their outer edges. Just making the point that ATA66 is still as good as anything you'll need for the next while.

Yup, harddrives are just now reaching the boundaries of ATA33, with sustained rates of 30mb/sec. ATA133 is way down the line.

You could most likely get by with a 450Mhz system just for playback of Divx. VCD's, which are mpg1 files, could probably play with a bit less.
