For the past couple weeks, about once every 5-10 times I log in, I have this warning message show up. It sits on top of all windows that I've tried, except for Task Manager. (I haven't tried to see if it sits on top of games) If I click anywhere in the window, it fades out. My setup...

If it were a grounding issue, would that really cause it to fail to boot exactly 50% of the time? I'd think that would make it either not boot at all, or it would be random and unpredictable. I mean, I can test that, but that's a bit of a pain, and I'd rather not do it if I can avoid it.
