Ok, here's what I've found out so far. The multiplier drops from 15x to 8x, and the reason I believe so far is the voltages. I started at stock speed and bumped up the voltage to 1.5, benchmark until fail (which was only after about 15 seconds or so), then lower the voltage some and try again...

I'm not really sure how to explain this so I'm not having much luck finding an answer searching around. I can overclock my AMD X6 1075T to 4.125 GHz just fine. Temps are in the 40s using P95, but after a couple of minutes under full load it will drop to 2.2 GHz, then after a little bit goes back...
