No, it has been only using one core since windows was installed recently. I thought it was a bios issue as well at first, but I booted from another install of windows and it worked fine with both cores.

I had a similar situation with a dell notebook, if you run the recovery program to reinstall windows you can then just cancel all of the dell software installs. You will probably have to download some of the correct drivers from dell's website though.
