Prices have dropped considerably here in States but I think You would be better off balancing your Videocard with CPU to keep Bottlenecks at bay.
I would definetely buy dualcore because games will very soon be using the technology and you don't want to be that far behind .

If you have a Stereo Reciever that is the best way to go hook it up to Soundcard then go back a set of Bookshelf Speakers and they will sound much better than Speakers that are made for Computers.
