The hammer vice method is safe as long as you take precautions. There are plenty of videos on youtube on how to do it. Then again you use your machine for work so if you can't afford the mistake, don't risk it.

Haswell just runs hot and sucks for overclocking unless you delid and have optimal cooling overall. I don't think there's anything wrong with your cooler or your fans... and realistically changing them out for slightly better will only yield a few degrees difference, if that.

I'd say anywhere around 1.35-1.37 vcore is ok, as long as the temps don't reach 80 or mid 70's ideally.
Personally I use 4.5ghz @ 1.34 volts (LLC / vdroop is minimal so highest it will go is like 1.344 and will underclock to 1.33 ish at times) and temps ranging from 65-70. I could push it more...

I've been stress testing my i7 2600k CPU (with HT on) using prime95 and was just wondering if these were ok temps:
Haf X with all fans running max speed
Room temp ~70-75 F
Prime95 running 12+ hours ~ highest so far on just core#1 is 67 while the rest varies from 55-60
