Pretty much all coupons say "One per purchase", so have one ready to smack down the store manager if they complain about the phrase. Coupons say "One per person" or "One per visit" if that's what they mean.
I've redemmed multiple coupons twice so far.
That's some weirdo part of the country you live in. Something like 70% or 80% of grocery shoppers use coupons, and every chain I've been to has those UPC readers that also read most coupons (including these, but just for one bottle not five).

I've only cashed in on two occasions. The first I had to explain that the coupons wouldn't ring up right and needed an override. The second time the cashier knew all about them. Only had to pay tax both times :D And that was at a Harris Teeter and a Bi-Lo.

Because different stores charge different prices for two liters of coke. One store might have it on sale for 99 cents, while a party store might charge almost two bucks. Just because a value is precise ($7.45) doesn't mean it is not an appproximation.
I'd say "Please show me where this coupon says anything about a maximum value." When they admit the coupon says no such thing, but it's "understood" that there is a limit I'd say "Let's call corporate."
