Have you looked into Hyundai at all? Their compacts are pretty competetive with the rest of the class. I picked up a certified 2010 Elantra about 8 or 9 months ago for 13K plus TTL. I've been averaging about 32 or 33 mpg so far. Quiet and comfortable. I like it.
Pretty sure Nissan is clearing out their 2012 Sentras, you could probably get a steal on one of those, around 13 or 14k. Keep you under her price point.
I just bought a CPO Elantra about a month ago, with a CPO you get the remainder of the bumper to bumper warranty and the remainder of the 10yr 100K powertrain as well. My car had about 40K miles on it so I get 20K bumper to bumper and 60K of powertrain warranty.

198k on my 91 Honda Accord. I drive from Utah to California a couple of times a year. It's never left me stranded. Coming up on another timing belt change and it should be good to go.
