Defiantly wouldn't spend $275 on such a small boost.

New mobo usually equals a new Windows install. If I were you I would copy your stuff to your gaming rig and then reinstall the things you need after you do a clean install on the new computer. Easiest way is to just put the hard drive in the other computer.

Just going from experience, friend of mine has an X2 4200+ with about the same setup otherwise.

It may be hard to get the 2.0 vs 2.2 voltages to work together.

No kidding, I was up to 800+ megs on Oblivion, albeit with a ton of mods.

They are pretty impressive. (fixed the groupings)

Had a similar problem with a generic laptop optical mouse, on XP. Don't think we ever figured it out. It was a fun handicap in shooters when you stare at the sky and spin in circles for a second. Might try other surfaces and see if that does anything.
