For laptops they are all over the place a just released Lenovo Yoga 720 can have a i5-8250U which is quad core and 8 threads or a i7-8550U which has a higher clock speed and more cache.
I'm having the same type of issues using P4 2.4c with 2x 512 PC3500C2 Corsair XMS, can't o/c past 255 stable but when I put in 2x 256 (generic memory) I can easily run stable at 275. Others have mentioned similar problems on other 865/875 boards not sure if this can be addressed in BIOS.
