OMG!!! I just found the problem. Since no one can replicate this I did some digging. Somehow a hosts file was put on my computer and the only entry is "66.28.33.54 auto.search.msn.com". I've always been diligent in updating my virus pattern files so I don't know how this hosts file was created...

I just upgraded to 2002 version and I have the latest updates. It still happens. The problem is that I dont think Norton lets the file fully download. Cause the file is 0 bytes in length and when I copy it out of the folder I get no warning. I'm not going to turn off norton to download this...
