No. The IDE will run at the slowest speed that is hooked up to it. The cd rom runs much slower than your HD. Think of it as water( info) runing through a smaller piper to a bigger one. it can only go as fast as the smaller pipe.
the power gives the same voltage to all units (4 pin).

You want the more advanced drive to be the master. Attach the grey cords to the slot marked SATA2 or IDE2. Don't hook up your cd or rw to the Hard drive it will slow it down.
