This is normal (in my case anyway) - When i enter the BIOS and stay a 10-20sec. the CPU gets hotter then when in WinXP. I know this because my CPU fan has a variable temperature dependent RPM and I can hear it runnung louder when I enter BIOS - the same thing happens when I run a heavy program...
