It depends on the shop where you bought it. Some they replace you HDD immediately but some other they check the drive and if they don't find problems on it they return it back to you.
It's 90% your PSU that is causing you problems. If you plan to buy a new one try not to save money on it and buy a decent PSU. PSU is the most important component of the computer and you must be sure that it does its job right.
