After much tweaking these are the best settings in my opinion for Desktop use & Gaming. Brightness & Contrast can be adjusted depending on your preference.

I have 2x OCZ 30gb core drives in Raid 0 and they perform very well. All I did was make the raid partition 128bit stripe, disabled windows search, indexing and superfetch. (Which I also did with my WD640AAKS's)
I've never noticed any stuttering of any kind. Everything works pretty smoothly.
I use my Panasonic 42" Plasma for console & PC gaming. I also use it as a PC monitor. 2007 & 2008 Panasonic Plasma models are great. No burn in due to pixel shift and IR fades quickly. Draw back to Plasmas are the weight and power consumption compared to LCD screens though.

Power readings via bios look normal, no flucuation. I'm starting to lean that I have a core not capable of high speeds unless fed voltage.
Just received a X3210 - 2.13ghz Quad Core. G0 Stepping. I can overclock it to 3.2ghz with minimal voltage bump, 1.33-1.35V @ 38C idle 50-52C load. Which is fairly decent still.

Even long time tweakers run into "user errors" from time to time. Sounds like its time for you to get down to basics, unplug peripherals not needed, cd drives, sound cards, PCI cards, reseat cpu/ram, run bios defaults, etc.
They are indeed widescreen PC resolutions. Most of these TV's look great while gaming, but may look a tad blurry if you only sit like a foot away from it. If you sit 4-5 feet away like a normal TV watching atmosphere than the displays look awesome.
