Update to this problem. I've noticed that when I shut the pc down it will eventually turn back on. When this happens if I just shut it off again, it says off.

Yes!! Having the reset switch pulled did not make it start while I was gone at work, I put it all back together. I'll report back in the next few days (or hours lol) to see how progress goes.

Okay, well all wires plugged directly in the board didn't help. My PC turned on a few minutes after I powered it down. So, now time to narrow it down. Unplugged the reset sw only before I left for work.
I unplugged the block that holds all my power sw/reset sw/leds while the PC was on then shut the PC off with the button on the motherboard (left PSU alone). The PC did not turn on at night. Safe to say that block is bad? I plugged in the power/reset/leds directly to the motherboard, now time...
Let's say bumping the mouse or the keys don't do anything because the PC is off... Why would it turn on?
I haven't tried the exact option above yet, I did unplug the power/reset block on the motherboard. I will power on now and power off to see if that did anything.
Does the fix above need...
$600 won't give you much (or any) of a gaming PC. These are not like consoles...
The PC I have in my specs was about $1,400 and that was with recycling my HD, monitor and Windows 7. I would say my PC is the upper end of a mid-range gaming PC.
PC's can be upgraded as you feel - you can reuse...
Ok, so it appears that if I shut the PC down, power off the PSU, then power the PSU back on I don't get any random boot-ups. It was off for a couple hours, until I came on now.
