I would have liked to get a mac, especially the new dual ones they have with the aluminium cases with the cinema display, those are nice. But too much money that I don't have :)
Anyways, why not look into open source alternative for software for the mac? I know some things are being ported...
24/7 except for during very severe thunderstorms.
The main movable part that would be affected is the harddrive. Considering how cheap hd's are available for currently, I don't see how that is a big problem. I just backup regularly.
As for sound, I use on board sound and it works fine for my gaming/music/movie needs. Only time I would recommend a seperate sound card would be for:
1. Compatibility issues (eg: the onboard sound doesn't work in Linux).
2. Surround (if not supported onboard).
3. Distortion/hissing from onboard...
I'm a little confused, you seem to have wireless already setup, so what do you mean by getting wireless internet shortly?
Plus, give the models of the routers you will be using.
He can always add a second HD when it is required. HD deals are always coming around, right now I would suggest he just look for one hd that will give him good performance. When/if space starts becoming an issue, check hot deals. :)
That I can't tell you, never tried running VNC, but port forwarding would be my first guess.
The manual should provide you with a starting point on setting up port forwarding:

If you get A64 you won't have enough left over for ram. (I'm guessing you'll need 1gb min. for Doom)
I say get a mobile barton and OC it, also get another 512 in ram.
