I don't think you have to put pen-to-paper. I'll try for the free USB and if they come back saying I have to spend 75k then I'll say, 'no thanks.' But I am thinking that you will get the USB drive if you qualify as a 'possible' client... not if you become one. To each his own. Cheers!
